If you are a non US Citizen  who would like to receive flight training in the USA,  besides any immigration requirement that you may have to come into the USA,  you also need to do some paperwork with the TSA (Transportation Security Administration) and with your training provider.  New rules are in effect now for:

recreational pilot, sport pilot, private pilot, instrument rating, or multiengine rating.
